TMV warns against bureaucracy: States will design small professional qualifications themselves in the future.
The Conference of Transport Ministers (VMK) has decided to discontinue the nationwide plan previously envisaged for the so-called Small Fachkunde in the Driver's License Ordinance. Instead of a uniform standard, the federal states will in the future have the option to decide for themselves on the introduction and design of the corresponding qualification requirements.
The decision is seen as a compromise after a four-year phase of controversial discussions about a nationwide, uniform solution. Several states had in advance argued in favor of decentralized responsibility in order to respond more flexibly to regional differences.
TMV calls for practical implementation in the federal states
The Taxi and Rental Car Association Germany (TMV) generally welcomes the decision, but urges a practical implementation. In the association's view, existing regional qualification structures, especially in rural areas, should be continued. These have proven themselves in many places and should not be replaced by new bureaucratic procedures.
At the same time, the TMV warns that in the federal states lengthy coordination processes could arise again, which do not meet the practical needs of the trade. The association notes that earlier discussions were characterised by a lack of involvement of industry professionals and unclear responsibilities.
Industry involvement urged
For the upcoming state regulations, the TMV recommends close cooperation between the state governments and the respective state associations of the taxi and rental-car trades. Only through early involvement of the industry can a professionally sound and efficient implementation be guaranteed.
The association places particular emphasis on integrating customer-oriented training content into possible professional competency concepts, in order to secure the quality of service in the passenger transport sector in the long term. (Source: TMV)
