Fair competition rules: Association pushes for price floors in the car rental market

Minimum transport fares are intended to prevent dumping prices and to create the same framework conditions between taxis and platform-mediated rental cars.

The Mobility and Logistics Association MOLO is pressing for the introduction of minimum fare charges for rental-car operations in Rhineland-Palatinate's major cities. As the association announced in Mainz on 30 April 2026, the corresponding regulations are intended to ensure fair competition in the passenger transport market.

These developments, according to the association, are recent decisions in Cologne and Munich that have introduced minimum fare charges for rental cars. These decisions showed that municipalities had recognized the pressure to act and would assume regulatory responsibility.

Focus on Mainz, Ludwigshafen and Trier

MOLO sees a need for action especially in Mainz, Ludwigshafen and Trier. In these cities, the association has observed for some time distortions in competition in the market. Minimum fare charges are, from the association's point of view, a suitable instrument to curb dumping prices in the rental car sector and to create a level playing field.

The association points to the different regulatory requirements for taxi and rental-car companies. The taxi trade is subject to fixed tariffs as well as a legal obligation to transport and to operate around the clock seven days a week. These obligations serve to ensure a reliable basic supply.

Different regulatory frameworks

By contrast, rental-car services that are mediated via digital platforms would not be subject to the same tariff and operational requirements. In MOLO's view, this results in a structurally unbalanced competition, as rental-car offerings stand in direct competition with taxis.

As the legal basis, the association cites the amended Passenger Transport Act, which since 2021 explicitly enables municipalities to set minimum fares. The aim is to ensure a level playing field for competition.

In addition to price floors, MOLO calls for a consistent application and review of permitting procedures. Market distortions must be identified early and curbed to safeguard the long-term viability of the entire transport offering.

The association announced that it would continue to advocate for timely implementation of corresponding regulations in the Rhineland-Palatinate cities.
