The commission was established in 2014 with the introduction of the statutory minimum wage and is composed of representatives from employers, trade unions, and academia. The seven-member panel consists of a chairperson, three voting members each from the employee and employer sides, and two advisory scientists. The trade unions and employer associations independently appoint their representatives, while the federal government appoints the chairperson.

The main task of the commission is the regular review and adjustment of the minimum wage. It is guided by the general development of collective agreements and economic conditions. Every two years, it submits a proposal to the federal government, which is implemented by decree. The recommendation should maintain a balance between fair compensation and economic viability.

Since its first decision in 2015, the commission has repeatedly decided on increases to the minimum wage. In 2022, there was an extraordinary increase to twelve euros initiated politically, and then the body resumed regular adjustments. The discussions within the commission are not always consensual, as employer and employee representatives have different economic interests.

The decisions of the minimum wage commission have direct effects on millions of employees in Germany, including the taxi industry. Here, the minimum wage is especially relevant, as many companies face rising operating costs and high competitive pressure.

On the constituting of the Minimum Wage Commission for the third term, the chairwoman, Christiane Schönefeld, states:

"The Minimum Wage Commission constituted itself in its meeting on January 21, 2025, for the third term. The members of the commission were appointed by the federal government upon the proposal of the social partners. In the context of its constitution, the Minimum Wage Commission adopted rules of procedure that provide the basis for consensual decision-making. It is the declared goal of all members of the Minimum Wage Commission to decide on future adjustments to the statutory minimum wage by consensus."

Minimum wage presents economic challenges for taxi industry

The increase in the statutory minimum wage has tangible effects on the taxi industry in Germany. As drivers in the industry are often paid based on the minimum wage, personnel costs for companies rise directly with each adjustment of the wage floor. This particularly affects smaller businesses, which are already confronted with high operating costs and intense competition.

Taxi associations point out that tariff adjustments by the licensing authorities often occur with delays. This means that companies are unable to immediately offset rising wages with higher fares. In some regions, a decline in the number of operations has been observed as a result.

At the same time, unions argue that fair wages are necessary to make the profession more attractive and to counter the shortage of drivers. The minimum wage commission is expected to decide on the next adjustment in the summer, which is likely to have further effects on the industry.
