TMV presses for an earlier reform of the law to combat undeclared work in the rental-car sector.
The president of the Taxi and Rental Car Association TMV, Thomas Kroker, has addressed the Federal Minister for Labour and Social Affairs in a letter dated 24 November 2025. The occasion is a report by the programme REPORT MAINZ from 18 November, which highlighted alleged violations on ride-hailing platforms such as Uber and Bolt. The TV report, according to the association, documented cases of undeclared work, wage dumping, and evasion of social security contributions in parts of the industry.
Earlier notices from the association
The TMV had already alerted the ministry to the corresponding irregularities on 30 June 2025. Then as now, the association calls for fair competitive conditions between the taxi and rental-car sector and the platform operators as well as their contractors.
Call for faster legislation
In the current letter, the association welcomes that the ministry has immediately responded to the REPORT MAINZ piece. At the same time, the TMV insists on bringing planned amendments to the Act to Combat Illegal Employment forward earlier than planned, and not until the end of 2026.
Concerns about Distortions of Competition
The association warns that the regular taxi- and rental-car trade could be subjected to ruinous competition without timely tightening of the law. There is a danger that law-abiding companies cannot compete against competitors employing illegal practices. (Source: TMV)
