Passenger Transport Act: Taxi Association Says Reform Has Not Yet Reached Its Target.
The Federal Association of Taxi and Rental Car Services calls for further adjustments to the regulatory framework for taxi and rental-car operations five years after the modernization of the Passenger Transport Act. The impetus is the evaluation report on the reform submitted by the federal government. In parallel, the association has published an eight-point position paper with its own proposals.
The association criticizes, in particular, the data basis of the evaluation. According to it, the 205-page report concludes that the available data are not sufficient to assess individual aspects of the implementation. For large cities with more than 100,000 inhabitants, the association also advocates making minimum transport fares the default rule. In-vehicle payments are also part of the position paper. The Federal Association of Taxi and Mietwagen aims for nationwide and mandatory acceptance of card payments in the trade.
Autonomous fleets should be integrated into taxi traffic
Another focus of the position paper is autonomous vehicles. The association states that it outlines ways in which autonomous fleets could be integrated into taxi traffic in the future.
Thus the Federal Association links regulatory adjustments to the existing reform with the question of how new technical developments can be integrated into the existing structures of passenger transport.
Public transport taxi enters evaluation
The association views positively that the evaluation report includes an excursus on the operator model of the public transport taxi. The Federal Association sees this as a starting point for a stronger involvement of the taxi industry in public mobility offerings.
