BVTM on the introduction of minimum fare charges in Munich: "We are at a turning point."
Following Cologne, Munich is now also sending a clear signal for a balanced and legally secure coexistence of taxi and rental-car traffic.
"We are at a turning point," explains Gregor Beiner, president of the Federal Association of Taxi and Rental Cars. "Uber is getting more expensive, taxis are becoming cheaper, the market is becoming fairer and more honest. With the Munich decision it becomes clear that more and more cities recognise the need for action and actively shape it. Minimum fare charges are a decisive building block for a fair competitive environment on our streets. They ensure that competition is driven again by quality, reliability and service—and not by dumping prices."
Level playing field
The introduction of such regulations had already been laid out in the 2021 reform of the Passenger Transport Act (PBefG). The legislature had deliberately given municipalities the tools to correct distortions in the market and to establish equal competitive conditions, the so-called “level playing field”. Michael Oppermann, Managing Director of the Federal Association of Taxi and Rental Cars, frames the decision:
“The PBefG has, since the reform, offered clear possibilities to set minimum transport charges for hire cars. Munich is now using this legal framework consistently. This implements a central objective of the reform: to limit distortions of competition and to safeguard the functioning of the public transport offering as a whole.”
Cologne and Munich set the trend
The federal association sees in the decisions in Cologne and Munich a clear trend that is likely to continue in the coming months.
“We expect that many more cities will follow this example,” says Beiner. “The prerequisites have been created. Now it is a matter of using them responsibly.”
The association expressly thanks the numerous municipal politicians as well as the city officials who have championed these solutions. “These decisions are also a success of the intense and tireless commitment of the local trade,” emphasizes Oppermann. “Many businesses, associations and employees have pointed out the problems over the years and demanded constructive solutions.” Recently, alongside the trade itself, the customs authorities have repeatedly pointed to blatant problem areas. A situation that policymakers could no longer ignore.
BVTM will actively accompany the further development
With the introduction of minimum fare charges, the goal of a fair and sustainable competition in the passenger transport market moves a decisive step closer. The Federal Association of Taxi and Rental Cars will actively accompany the further development and will continue to advocate for balanced framework conditions in the interests of all law-abiding taxi and rental-car operators.
