Joint Vision for Public Transport: VDV and ver.di Demand Reliable Funding Until 2035
The document was created in a multi-month coordination process and aims to provide impetus for the political and societal debate on the future of public transportation. Under the guidelines “Quality and Offer,” “Quality of Work,” and “Financing and Regulation,” it unites the perspectives of the industry and its employees.
Need for Reliable Public Transportation
According to ver.di, Germany relies on a functioning public transportation system as it plays a central role in people’s daily lives—whether for commuting to work, school, or leisure activities. Christine Behle, deputy chairwoman of ver.di, emphasized that the reliability of the service largely depends on the employees. To retain skilled workers and attract new talent, good working conditions, appropriate compensation, and a modern working environment are required. She stressed that public transportation must emerge as a winner from the transformation of the transport sector and that ver.di, together with the VDV, wants to develop solutions to these challenges. The submitted paper is an offer to politics to derive a societal task from the developed vision. The industry can only make public transportation future-proof if the federal government, states, and municipalities take their share of responsibility, particularly with reliable financing.
Challenges for the Industry
VDV President Ingo Wortmann emphasized the challenges facing public transportation. The financing of operations is becoming increasingly difficult, while at the same time investments in expansion and modernization are urgently needed. Moreover, public transportation is expected to fulfill social responsibilities in terms of public services and climate protection, which further increases the pressure on companies and employees. To meet these demands, politically reliable solutions and stable partnerships are necessary. Wortmann advocated for a joint dialogue and emphasized that the upcoming wage negotiation with ver.di should not prevent collaboration where there are common interests. Infrastructure and operation of public mobility are central concerns for which both sides are committed.
Public Transport as a Guarantee for Social Participation
The vision of VDV and ver.di makes it clear that public transport must be efficient and attractive to fulfill its role in public services and climate protection. This requires high-quality and socially acceptable offerings as well as secure long-term financial conditions. A strong political commitment from the federal government, states, and municipalities is essential for this.
Finally, Behle and Wortmann emphasized that public transport goes far beyond a mere mobility offering. It is a guarantee of social participation, an instrument of climate protection, and a pillar of public services. To fulfill this function, the industry needs reliable and predictable conditions - particularly sustainable financing by political decision-makers.
Taxis as Part of Public Transport: Positions of Taxi Associations
Taxis play an increasingly important role in public local transport (ÖPNV). They fill gaps in scheduled services, ensure mobility in rural areas, and offer flexible complements to existing services. The two industry associations, the German Taxi and Rental Car Association (BVTM) and the Taxi and Rental Car Association Germany (TMV), see an opportunity for the industry’s future in closer integration with public transport.
The BVTM emphasizes that taxis are a proven means of transport, characterized by their reliability and nationwide availability. The association calls for stronger integration of the industry into local mobility concepts. Especially in regions with fewer bus and train connections, public transport taxis could be a sensible complement. However, fair competitive conditions are required. "The taxi can do more," says the BVTM. The industry is ready but must also find economically viable conditions.
The TMV also advocates for deeper integration of the taxi industry into public transport. The association sees digital mediation platforms as a potential way to efficiently use taxis as feeders for buses and trains. At the same time, the TMV warns against market distortions from subsidized competing offers. "Public transport must work with existing structures and not bypass them," says the association.
Both associations advocate for municipalities to more strongly include taxis in their transport planning. Given growing mobility needs, the industry could help make public transport more flexible and demand-oriented. Political support remains a crucial factor in this.
