New agreement against illegal rides in Frankfurt
The city of Frankfurt am Main and several major ride-hailing companies have agreed on a joint agreement for better control of their vehicles, drivers, and permits. The aim is to prevent illegal rides and create more transparency, as the city announced.
"We rely on consistent and practical regulation to more effectively control concessions and exclude illegal practices," said Security Councilor Annette Rinn (FDP). The message is clear: "Only those who have a valid permit are allowed to transport passengers," said Rinn.
The collaboration with platforms like Bolt, Uber, and SafeDriver ennoo is a necessary step to prevent illegal rides and strengthen fair competition in passenger transport, stated the city's representative. The agreement comes into effect on July 15. The Passenger Transportation Act (PBefG) regulates the commercial transportation of persons with taxis and rental cars in Germany. A valid permit is a prerequisite to transport persons commercially.
Digital Control System Introduced
According to the city, the core of the agreement is a new system for exchanging company and vehicle data with the city. This will allow the verification of permits according to the PBefG, the submission of vehicle lists, and the feedback of information on the validity of concessions. All rental car companies already registered and based in Frankfurt are to be retrospectively reviewed until November 2025. It was stated that companies or vehicles without a valid concession must be blocked by the intermediary platforms within a week.
In the long term, the city and platforms aim to expand the model to neighboring municipalities to prevent illegal rides there as well.

The ride-hailing company FreeNow welcomed the agreement: The city of Frankfurt is setting an important example for order and fairness in the rental car market.
"We expressly welcome that control, transparency, and legal clarity are now bindingly regulated for all platforms," said a spokesperson.

"The illegal swamp that has developed over the years must finally be drained – through clear control and real enforcement."
FreeNow also sees a need for future action.
"Price dumping endangers the quality of the service and the economic existence of drivers."
Minimum prices in the rental car industry are not a luxury but are urgently necessary to halt precarious working conditions.
"We are very pleased and thank the city," said Hans-Peter Kratz, chairman of the Taxi Association Frankfurt, to the German Press Agency.
